Government schemes for women in Meghalaya, built around starting a business

Short answer

Meghalaya has no monthly cash scheme for women and no free bus. Its help is for earning: PRIME gives a start-up grant of up to ₹10 lakh that you don't repay, CM-ELEVATE pays 35% to 75% of a project's cost for individuals and self-help groups, and Skills Meghalaya trains anyone over 18 free.

PRIME and CM-ELEVATE: the real help in Meghalaya

  • PRIME Kick Start Grant: up to ₹10 lakh that you don't repay, plus a zero-interest Scale-up Loan of up to ₹75 lakh. The older state portal still shows ₹5 lakh and ₹25 lakh, so ask your PRIME hub which applies.
  • PRIME contests have deadlines. The CM's Innovation Contest listed in October 2026 closes on 12 November 2026.
  • CM-ELEVATE pays 35% to 75% of a project's cost, for individuals and groups such as self-help groups. Apply on MeghalayaOne.
  • New in the 2026-27 budget: six more CM-ELEVATE schemes, for green taxis, adventure tourism, polyhouses, cold storage and fish ponds.
  • None of these is women-only. Women apply on the same terms as men.

Meghalaya has no monthly cash payment for women. Sites promising one, or ₹5,000 to every family under "Focus Plus", are wrong.

Jobs: registration and free training

  1. Register at the employment exchange if you are 14 or older. The card is valid for 3 years and can be renewed.
  2. Take free training with Skills Meghalaya. It is open from age 18 with no upper limit, for Meghalaya residents; your voter ID is checked. Placement help is offered.

Meghalaya pays no unemployment allowance and has no free bus for women. We found no women's quota in state government jobs; reservation follows the state's tribe-based policy. Widows get the central widow pension through the Community and Rural Development Department; state pages differ on the amount, so ask your block office.

CM-ELEVATE

Open

Also called Chief Minister's ELEVATE, CM Elevate Meghalaya, MeghalayaOne CM-ELEVATE

Government support of 35% to 75% of the project cost, depending on the scheme

A state programme that helps people, registered entities and groups such as self-help groups start a business in areas like poultry, piggery, goat farming, dairy, homestays, polyhouses and weaving. It has no women-only rule.

Status
Running in 2026; the 2026-27 budget adds six new schemes (green taxis, adventure tourism, polyhouses, cold storage, fish ponds). Individual schemes may open and close, so check MeghalayaOne (checked 13 October 2026).
Who can apply
  • Individuals from Meghalaya
  • Registered entities and unregistered groups such as Self-Help Groups, Village Organisations and Producer Groups
Documents
  • Project proposal for your chosen scheme
How to apply
  1. Pick one of the listed schemes (for example poultry, dairy, homestay, sericulture and weaving)
  2. Apply on the MeghalayaOne portal
  3. Submit the documents the scheme asks for

In person: District or block offices of the department running the scheme

Government of Meghalaya (single-window programme across departments)

Meghalaya State Rural Livelihoods Society (MSRLS), Community and Rural Development Department

A 2022 state release shows ₹20 crore sanctioned to 896 Village Organisations across the 12 districts, so the money goes to the group first. A state target of 80,000 SHGs by 2028 and a Pla Tangka cooperative are reported in news only, so they are not treated as open schemes here.

Fake schemes going around

These were checked and found false. A real scheme never asks you to pay to register, and never comes only as a WhatsApp link. If you lost money, call 1930 or report it at cybercrime.gov.in.

  • FakeWhatsApp or Telegram groups promising big profits from share or crypto trading

Meghalaya Police's Cyber Wing lists these as investment scams. Never send money to such groups. Meghalaya Police Cyber Wing

  • Fake"Meghalaya Focus Plus gives ₹5,000 to every family"

Not true. FOCUS on the official portal supports farmer producer groups; it is not a cash gift to every family. Government of Meghalaya
