In Delhi, Mahila Samriddhi is now Delhi Lakshmi Yojana: ₹2,500 a month for women aged 21 to 60 from families earning up to ₹2.5 lakh, with registration open on dly.delhi.gov.in. Only ₹1,000 can be spent each month; the rest is saved in a locked deposit till 2029. Buses are free with the Pink Saheli card.

Delhi Lakshmi Yojana: how the ₹2,500 really works
- It is the same scheme as Mahila Samriddhi, renamed. The new rules were published in the Delhi Gazette on 6 August 2026 and run for three years from 1 August 2026.
- ₹2,500 a month, but most of it is saved for you. ₹1,000 goes into a digital rupee wallet you can spend from, and ₹1,500 goes into a deposit locked until 31 July 2029. You can also choose to lock the full ₹2,500.
- Who can apply: women aged 21 to 60 who have lived in Delhi for 10 years and vote in Delhi, from families earning up to ₹2.5 lakh a year, with no four-wheeler, no government job in the family and family electricity use of 2,400 units a year or less. Only the eldest eligible woman in a family can apply.
- You need a form signed by your MP or MLA. You may have to visit their office in person.
- Registration is open all year on dly.delhi.gov.in. A form submitted by the last day of a month counts from the next month. Payments to approved women were due from 1 September 2026.
The only portal is dly.delhi.gov.in, and registration is free. No portal existed before 1 August 2026, so any older link or form was not from the government.
Jobs: registration, ITIs and what is reserved
- Register on the Directorate of Employment portal. It is free, sends your name to employers and invites you to job fairs.
- Apply to a government ITI in the yearly admission round. Delhi has women-only ITIs and girls-only trades; the 2026 round ended in September, so watch for mid 2027.
- Watch for the DURGA pink e-auto permits. The cabinet approved 1,170 permits for women on 23 September 2026; applications have not opened yet.
Delhi pays no unemployment allowance. In Delhi Police, 33% of posts from Constable to Sub-Inspector are kept for women; we found no general women's quota for other Delhi government jobs.

Delhi Lakshmi Yojana (DLY)

A monthly payment of ₹2,500 for the eldest eligible woman in a low-income Delhi family, aged 21 to 60. Most of the money is saved in a bank deposit that stays locked until 31 July 2029, and only ₹1,000 a month can be spent through a digital wallet.

- Checked 7 October 2026: registration has been open all year on dly.delhi.gov.in since 1 August 2026, and approval letters were handed out on 26 August 2026 with payments due from 1 September 2026; I could not confirm on an official site that the first money has reached women's accounts.

Only ₹1,000 a month is spendable, and only through a digital rupee wallet that blocks items like liquor, tobacco and lottery; the rest is locked in a deposit until 31 July 2029 and also comes back through the wallet. Women already getting the Delhi widow pension cannot get this scheme. Forms submitted by the last day of a month count for payment from the next month.

The income limit is your own income, not your family's. If you take this pension you become ineligible for the Delhi Lakshmi Yojana, so the two cannot be combined. Payment starts from the month after you apply, once approved.

Free bus travel for women with the Pink Saheli Smart Card

Free travel on DTC and cluster buses in Delhi
Women and transgender residents of Delhi travel free on DTC and cluster buses by tapping a free Pink Saheli Smart Card. Without the card you now have to buy a normal ticket.

A free ID card for informal workers such as domestic workers, home-based workers, farm labourers and vendors. It does not pay money by itself, but makes it easier to reach insurance, pension, housing and job schemes.

Gender Resource Centre (GRC) Project

Dilli Swarojgar Yojana (DSFDC)

A self-employment loan of up to ₹5 lakh at 6% interest for SC, ST, OBC and minority residents of Delhi who have Class 8 and a skill for the trade. Not only for women, but women can apply.

- Has a technical qualification for the business, unless already working in that trade for 3 years or a traditional artisan
- Has a work place for the business and is not a DSFDC defaulter

DURGA Scheme (Driving Upliftment and Rozgar for Women or Transgender Green e-Auto)

Pradhan Mantri MUDRA Yojana (PMMY)

A loan from a bank or other lender to start or grow a small non-farm business, with no property needed as security. It is open to men and women; about 60% of Mudra loan accounts in 2024-25 belonged to women.

- Non-corporate, non-farm micro and small enterprises in manufacturing, trading, services and activities allied to agriculture
- Shishu loans are open to new entrepreneurs with no credit history or collateral
- Tarun Plus (₹10 lakh to ₹20 lakh) is only for borrowers who took and fully repaid a Tarun loan
- How to apply
- Go to any bank branch, small finance bank, NBFC or microfinance lender, or apply online on the JanSamarth portal
- Ask for a loan under PMMY and choose the category that fits the amount
- Never pay an agent or a 'processing fee' to anyone outside the lender: MUDRA Ltd does not give loans directly

Prime Minister's Employment Generation Programme (PMEGP)
OpenAlso called PMEGP loan, KVIC loan subsidy, margin money subsidy
Subsidy of 25% to 35% of the project cost on a bank loan for a new unit (women: 35% in villages, 25% in towns); project cost up to ₹50 lakh (manufacturing) or ₹20 lakh (service)
Helps a person start a new small factory or service unit outside farming. The bank gives the loan and the government pays part of the project cost as a one-time subsidy. Women count as a special category, so they get the higher subsidy and put in only 5% of their own money.

PM Street Vendor's AtmaNirbhar Nidhi (PM SVANidhi)

Working-capital loans without collateral: up to ₹15,000, then ₹25,000, then ₹50,000; 7% interest subsidy on timely repayment; digital cashback; UPI-linked RuPay credit card after repaying the second loan
Small loans for street vendors in towns and cities to run or grow their stall, with interest help if they repay on time. Coverage is being widened to census towns and peri-urban areas.

These were checked and found false. A real scheme never asks you to pay to register, and never comes only as a WhatsApp link. If you lost money, call 1930 or report it at cybercrime.gov.in.
- Fake"Mukhyamantri Mahila Samman Yojana: registration open for ₹2,100 a month", with people collecting forms door to door
The Delhi Women and Child Development Department said in December 2024 that no such scheme had been notified, and called form collection by private people fraud. All India Radio News, 25 December 2024

How do I register for the ₹2,500 Mahila Samriddhi scheme?
It is now called Delhi Lakshmi Yojana. Register only on dly.delhi.gov.in, with Aadhaar, a Delhi voter ID, proof of 10 years in Delhi, and a form signed by your MP or MLA.
How do I check my Delhi Lakshmi Yojana status?
Use "Track Application" on dly.delhi.gov.in with your mobile number. You also get SMS alerts at each stage.
When does the Lakshmi Yojana money come?
Payments to approved women were due from 1 September 2026: ₹1,000 into a digital wallet and ₹1,500 into a deposit locked until July 2029.
Can I spend the full ₹2,500?
No. Only ₹1,000 a month goes into a wallet you can spend from. The rest is saved in a locked deposit until 31 July 2029.
How do I get the Pink Saheli card?
Go to one of the 50 counters at DM offices, SDM offices and DTC pass sections, or register on the DTC portal, then complete KYC with Aadhaar at the bank you pick.
Is bus travel still free for women in Delhi?
Yes, on DTC and cluster buses, by tapping the Pink Saheli card. Without it, you pay the fare. The Metro is not free.
How much is the widow pension in Delhi?
₹2,500 a month for widows and divorced, separated, deserted or destitute women aged 18 or more who have lived in Delhi for 5 years and earn under ₹1 lakh a year. Apply on e-District.
Can I get the widow pension and Lakshmi Yojana together?
No. Lakshmi Yojana excludes women already getting a widow, disability or other government pension.
