Free buses and the widow pension: what is true now

  • Free bus travel since 1 April 2025 on JKRTC buses and government e-buses. Show Aadhaar; private buses and minibuses are not covered. A field report found few government buses in rural Kashmir, so the benefit is strongest in and around Srinagar and Jammu.
  • Widow and women in distress pension (ISSS) for ages 40 to 79, applied for free at the Tehsil Social Welfare Officer.
  • New rates from 1 April 2025: ₹1,250 a month for ages 40 to 59, ₹1,500 for 60 to 79 and ₹2,000 from 80, as the Assembly was told on 13 February 2026. The department page still shows the old ₹1,000, so ask your officer if you are paid less.
  • No monthly payment for all women. The 2026-27 budget has none, and ₹3,000 a month was a 2024 election promise, not a scheme.

Never pay anyone for the pension form. It is free at the Tehsil Social Welfare Office.

Work: Mission YUVA, Tejaswini and self-help groups

  1. Mission YUVA nano enterprises: projects up to ₹10 lakh, with a 30% subsidy for women (25% for others) up to ₹1 lakh, and 5% interest help for 5 years. Over 25,000 loans were sanctioned by May 2026, with 50,000 enterprises targeted in 2026-27. Helpline 1800-180-4969.
  2. Tejaswini helps women aged 18 to 35 with a class 10 pass get a Mudra loan of up to ₹5 lakh from J&K Bank. The form is online, but we found no 2026 intake notice; check first.
  3. Umeed self-help groups give rural women a revolving fund, community investment fund and bank loans. J&K had 2,52,867 Lakhpati Didis by 31 March 2026.

Jammu and Kashmir pays no unemployment allowance, and we found no separate women's quota in government jobs in its reservation rules.
