Schemes for women · Ladakh

Government schemes for women in Ladakh, about ₹3 lakh to open a homestay

Short answer

Ladakh has no monthly cash scheme for women. Its biggest help is the Homestay Policy 2023: a rural family picked for it gets household items, a winter toilet and furnishing cash worth about ₹3 lakh. SIDCO lends at 4% to 10% for a business, and village handloom and craft centres pay a stipend while you train, then 75% off your loom or tools.

The Homestay Policy 2023: what a family gets

  • Household items up to ₹1,25,000, given after your homestay is listed online and you show the training certificate.
  • 75% of a winter flush toilet, up to ₹1,25,000: 40% before the work and 60% after an inspection.
  • ₹50,000 cash for furnishings, unless you already got items under the 2020 policy.
  • Who: rural houses outside the Leh and Kargil town limits. The policy runs for five years from 2023-24, so the last year is 2027-28.

Committees choose the households. Nobody can sell you a place on the list.

Work: loans, craft training and job registration

  1. SIDCO loans at 4% to 10% interest for Scheduled Tribe, minority, backward class and disabled borrowers. 137 people got ₹16.17 crore on 7 November 2025, and a further ₹20 crore credit line was signed on 17 August 2026.
  2. Handloom and handicraft centres train you for 6 months to 2 years with a stipend. Trained weavers then pay only 25% of a loom's cost. The official pages show old stipend amounts, so ask the centre.
  3. Self-help groups: over 16,000 women are in 2,310 groups under the Ladakh rural livelihood mission, and 385 are Lakhpati Didis.
  4. Job registration is free at the Leh and Kargil centres, but departments also advertise posts directly, so apply to each one.

Ladakh's 2025 reservation rules have no quota for women in government jobs; women's seats are only in Panchayats and municipal bodies. We found no unemployment allowance.

After training, the Handloom wing pays 75% of the cost of the machine or tools so you can work from home.

Status
In force: notified on 22 October 2023 for five years from 2023-24, and the Tourism Department launched a 21-day homestay training framework on 5 March 2026; checked 25 October 2026.

  • At least one and at most six guest rooms, with a winter-friendly flush toilet and bathroom
  • The owner and family live in the same village, and one trained family member is always available for guests

How to apply
  1. Wait for the Tourism Department's call for applications, or ask the Assistant Director (Tourism) in Leh or Kargil when the next one is
  2. Fill the form given in Annexure 1 of the policy and hand it in on paper with the supporting documents
  3. A field team visits the house; committees then pick the beneficiaries
  4. Complete the homestay training and list the homestay on an online travel site to receive the household items

Run by
Department of Tourism and Culture, UT of Ladakh (outside protected areas); Department of Wildlife Protection, UT of Ladakh (inside Changthang, Karakoram and Hemis protected areas)

Toilet money is paid 40% upfront and 60% after an inspection. If she already got items under the 2020 policy, she cannot get the ₹50,000 furnishing cash again, and a toilet upgrade is capped at ₹1,00,000.
